Omnicity Announces Broadband Expansion in Rush County

Expanded network will enable unprecedented access speeds to businesses and
households throughout Rush County

June 17, 2005 -- Indianapolis, Indiana -- Omnicity, Inc. said today that it will accelerate its plan to expand its high-speed broadband Internet network throughout Rush County , to better serve areas in and around towns such as Mays, Glenwood, Arlington , Milroy and Manilla. Omnicity has been providing broadband high-speed Internet services to Rushville and the surrounding rural area since July 2004. Omnicity's expanded service area will allow consumers and businesses to enjoy greater choice of services at affordable prices.

With today's announcement, Omnicity will significantly accelerate its previously planned deployment schedule and now plans to reach nearly every Rush County home and
business this year. The company will deploy a solution that will complement its existing
network, while enabling access speeds up to 22Mbps if needed, or approximately five times that available from either DSL or cable providers. The company indicated that telemedicine, homeland security, and distance learning applications, as well as other innovative broadband services could be delivered over its network. The company stated that businesses having high bandwidth requirements will find Omnicity's solution as a
cost-effective replacement for connections from traditional providers such as the telephone company.

( Rushville , IN ) The Heart of Rushville and the Rush County Economic & Community
Development Corporation (ECDC) are pleased to announce that an Indiana reservation
grant in the amount of $2,000 from Historic Landmarks Foundation of Indiana has been
secured to conduct a feasibility study on the rehabilitation and future use of Princess
Theater. The Masonic organization currently owns the building and has participated in
exploring future options for the Princess Theater. The grant requires a local match from the community; both the Masonic organization and ECDC have pledged $500 each for the local match. Consequently, an amount of $3,000 will be available to complete the feasibility study. The Heart of Rushville has agreed to serve as the non-profit 501 (c) 3 organization that will spearhead this project. In addition, the Rush County Heritage has agreed to support this project. Although the grant is small, it is a first step in determining the feasibility of rehabilitating this notable building in Downtown Rushville. The Princess Theater is located in the Historic Commercial District of Rushville and may be eligible for Historic Preservation tax credits.

Potential future uses for the building that are being considered include: a community movie theater, cabaret theatre, performing arts venue, arts & cultural center, and continued home for the Masonic Lodge.

A committee composed of representatives from the Masonic organization, Heart of
Rushville, ECDC and others will be moving forward to select an architect/consultant to
complete the feasibility study.

ECDC to Sponsor NxLevel Entrepreneurial Workshops:

( Rushville , IN ) Rush County Economic & Community Development Corporation(ECDC) is
pleased to announce that it is sponsoring a 10 week series of small business training
workshops. NxLevel for Entrepreneurs is a business training course designed to enhance entrepreneurial skills, and will assist in the creation of a comprehensive business plan. It is being offered throughout the state by the Indiana Small Business Development Centers.

The course will be taught by a certified NxLevel instructor who is also an SBDC Business
Advisor, and will feature local guest speakers as well. NxLevel for Entrepreneurs is
designed to help small business owners, or those who plan to open their own business,
learn the skills needed to create, develop, and strengthen successful business ventures. Unlike other educational programs NxLevel addresses the special needs of the entrepreneur by providing a practical hands-on, and commonsense approach to developing their business. It is the best, most comprehensive, non-university business training course available.

ECDC, through a grant from the USDA-Rural Business Enterprise program, will sponsor the class for qualified small business owners, and their employees. To qualify your business must have 50 or fewer employees, less than $1 Million in annual revenues, and be in Rush County . The upfront cost for each attendee is $100(or $99 for each additional person from the same business), and is due at the first class. Each attendee that successfully completes at least 9 of the 10 weekly classes will have their upfront fee reimbursed by ECDC, making the entire program free of charge. In addition those that complete the program will qualify for applying to ECDC for their low interest small business loan program.

Classes will be held on Wednesday evenings from 5:30 to 8:30 PM at the Chamber of
Commerce's conference room starting on February 2, 2005 and running through

  (Rushville , IN) Rush County Economic & Community Development Corporation (ECDC), announced today that ECDC was sponsoring a series of classes for small business owners in Rush County . This will be the second of a series of classes that ECDC will be offering to local small businesses. The classes will cover subjects that should help local businesses work more effectively, and make them more technologically productive.

The second series of classes will cover the intermediate level Microsoft Office applications, including Word, Excel, PowerPoint, and Publisher - as well as QuickBooks. Classes will be held on consecutive Thursdays starting January 13 th and ending on February 10 th 2005. Classes will be from 6 PM to 10 PM and held at the LifeLong Learning Center located at 126 S. Main Street in Rushville on the 2nd floor of the Rush-Shelby Energy building. The classes will be free for the small business representatives as ECDC will underwrite all of the costs. However, class size is limited with spots available on a first come, first serve basis.

This program was made possible by a Rural Business Enterprise Grant through the United States Department of Agriculture (USDA).

( Rushville , IN ) The Rush County Economic & Community Development Corporation (ECDC) invites interested parties to participate in the future economic development plans for Rush County through membership on the ECDC Board of Directors.

ECDC has come a long way in the last year. The Board has worked hard to complete an Economic Development Strategy - roadmap for future economic and community development efforts. Also, ECDC has established its own identity as a stand-alone organization with its own budget, separate and distinct from the Rush County Chamber of Commerce. The City of Rushville and Rush County Council have contracted with ECDC to provide future economic development services. The new ECDC bylaws establish a " public/private partnership" reflected in the membership of its 2005 Board of Directors. In addition, ECDC now has professional staffing with the hiring of Mark Sloan, Business Specialist in December 2003 and Greg Griffin, Executive Director in August 2004 to work full-time on economic development issues.

As mentioned, the new ECDC bylaws establish a " public/private partnership" in the further development of the economic development strategy for Rush County . This includes the financial participation at the $1,000 level for each voting member and $250 for non-voting member of our 2005 Board of Directors. According to Tom Tully, President of the 2004 ECDC Board of Directors, "We want our Directors to be more than members of a volunteer board; we want our Directors to take ownership, to be committed to policy issues, and to assist in guiding the ECDC to achieve the following six strategic economic development goals:"

•  Housing - Improve the quality and availability of housing throughout Rush County

  1. Workforce Development - Improve the quality and availability of the workforce in Rush County
  2. Education - Improve the education level and opportunities of the residents of Rush County
  3. Infrastructure - Improve and upgrade the infrastructure network in Rush County
  4. Business/Economic Development - Encourage the expansion and new development of industry and business in Rush County
  5. Quality of Life - Market and commit to improve the quality of life available in Rush County
